They make no sense in connection with the rest of the lyrics, but my guess is Tom had them in a notebook somewhere, and decided they would fit in perfectly with the chaos and insanity of war. Which they do.
A thought occurred to me while listening to Bad As Me today... What if Tom Waits has been secretly recording and assembling multiple albums' worth of material over the past ten years that will only emerge after he dies? Just a thought.
